Licensing is the first practical gate. Microsoft requires paid Fabric capacity at F2 or higher or Power BI Premium capacity at P1 or higher; a Pro or Premium Per User license alone does not unlock Copilot, and trials are excluded. Fabric capacity is consumption-based, so the real price includes capacity sizing, other Fabric workloads, user licenses, throttling, and operations—not a simple Copilot seat.

Is Power BI Pro enough for Copilot?

No. Microsoft excludes trial SKUs and trial capacities from the general Copilot requirements.
